NCLBGC - Complaint Procedures and Information for Complainants

You may submit information to the North Carolina Licensing Board for General Contractors (Board) about the conduct of a licensed or unlicensed general contractor. In order for the Board to properly investigate the allegations, your responses must be clear, specific and factual. You may upload relevent documents such as contracts, correspondence, photographs, etc. You are advised that once a complaint has been opened, you may be contacted for more information; however, you are not a party to this matter. Please confirm your understanding to the following:

I understand my complaint is separate from any civil action I may initiate against the contractor, and the Board will not provide me with legal counsel or legal advice.

I understand the Board cannot require the contractor to reimburse me, complete unfinished projects or make repairs.

I understand the Board is not required to obtain my approval before settling or resolving a complaint.

I understand I cannot demand a hearing or demand that the Board take specific action against a contractor.

I understand that once a complaint is opened, the matter is between the Board and the contractor. I understand that I am not a party to the complaint.

Pursuant to N.C. Gen. Stat. § 87-1 et seq., the Board has limited disciplinary authority over a licensed general contractor. Complaints alleging issues with the quality of construction will be investigated to determine whether the general contractor complied with North Carolina State Building Codes. Construction issues that do not impact building codes such as cosmetic quality, workmanship, or contractual disputes, are outside of the Board’s authority. If a contractor is unlicensed, the Board’s only authority is to seek an injunction in Superior Court to restrain the contractor from activity that requires a licensed general contractor.
